As per an immigration circular that came into effect on 18 November, UAE has stopped issuing any work and visitor visas to the citizens of 13 countries. This also included Pakistan. However, this visa is expected to be lifted very quickly but the authorities have not said a word on any specific date of removal of the ban.
Until the Ban is lifted only some of the passengers are allowed to enter Dubai. These include members of diplomatic missions, UAE Golden visa holders, citizens of UAE, and the individuals granted permission to enter into UAE by proper authority. And each of the individuals must have a negative covid report before taking the flight.

Passengers who are traveling must follow the following requirements to get a Dubai visitor visa
- Passengers need to have a valid COVID‑19 test certificate issued just before taking the flight. (48 hours)
- Only those reports are taken into consideration who are given from a certified lab with a QR code linked to the original report.
- Individuals also need to take a covid-19 PCR test on arrival. This is then followed by two PCR tests in the quarantine period.
- Travelers also need to sign a document stating that they will follow the rules of Quarantine for 10 days from arrival.
- Individuals transited from India, Bangladesh, Pakistan, and Sri Lanka in the last 14 days are not accepted for travel to or transfer through Dubai. There is an exception for citizens of UAE returning.
Things to keep in mind before applying for a Dubai visitor visa

- All travelers traveling from Dubai to anywhere in the world need to have a negative covid-19 PCR test certificate. This test needs to be done at least 72 hours before departure time.
- This certificate also needs to be a PCR test specifically. Other test certificates or any home test are not accepted in Dubai. Every individual needs to bring an official printed certificate. This certificate can be printed in English or the Arabic language. Also in digital copies of certificates are not accepted in Dubai.
- For passengers traveling from Pakistan to Dubai, it is necessary to have a covid-19 PCR report that includes a QR code linked to an original report. This is necessary to verify your report. The QR code must be provided to the authority of the Dubai Health Authority (DHA) on arrival at Dubai airports. Other countries with this requirement include Bangladesh, India, the Islamic Republic of Pakistan, Sudan, Lebanon, Egypt, and Ethiopia.

Exemptions from the COVID-19 PCR test while arriving in Dubai –
- Citizens of the UAE are exempted from taking a COVID‑19 PCR test before departing to Dubai. They only need to get a test on arrival in Dubai.
- Children who are less than 12 years along with passengers who have a moderate or severe disability do not need to take any COVID‑19 PCR test.
Please keep in mind that moderate or severe disability includes the following –
Neurological disorders, intellectual or developmental disabilities comprises of Acute spinal cord injury, Alzheimer’s disease, Amyotrophic lateral sclerosis (ALS), Ataxia, Autism spectrum, Bell’s palsy, Brain tumors, Cerebral aneurysm, Cerebral palsy, Down Syndrome, Epilepsy, and seizure.
Everyone else including those who are visually impaired, hearing impaired, or physically challenged need to hold a negative COVID‑19 PCR test certificate as per the requirements.

When you arrive in Dubai
You can be asked to take another covid-19 PCR test when you arrive in Dubai. If you take a test at the airport then you will need to stay in the hotel or your residence until you receive the results of the test. If the test result comes out to be positive, you will be required to go for isolation and follow all the Dubai Health Authority guidelines.
