Guam to Dubai: Passports, Connections and Family Visas
People from Guam are US citizens, and a US passport gets them into Dubai without a visa application. At the airport, immigration issues a free permit that lasts six months, during which your days in the country may total 90, spread over as many visits as you like. All you need is a US passport book whose expiry date falls at least half a year after your landing. Our summary of who qualifies for arrival entry includes the United States, so nothing has to be arranged before departure.
The planning from Guam lies in three places: renewing a passport in time from the island, choosing the best connection west through Asia or east through Honolulu, and checking the passports of relatives, many of whom on Guam hold Philippine, Micronesian or other nationalities.
Your US Passport, Not Your Guam ID
Only the passport book works for Dubai. A US passport card, useful for some land and sea crossings in North America and the Caribbean, isn't valid for international air travel, and neither a Guam driver's licence nor a REAL ID card counts as a travel document. Identity cards are accepted only from Gulf nationals.
Check the expiry date the moment a trip becomes likely. The six-month rule is applied by the airline when you check in at Antonio B. Won Pat International Airport or at your connection, so an expiring passport tends to end the trip at the check-in counter.
Dual US and Philippine Citizens
Many Filipino Americans on Guam have reacquired Philippine citizenship and hold both passports. For Dubai, travel on the US passport, which brings the six-month arrival permit without any application, whereas a Philippine passport alone requires a visa unless paired with a qualifying residence permit. Book in the US passport's name and number, and use it for check-in and both Dubai passport counters.
Renewing a Passport From Guam
Many adults can now renew online, and anyone who travels often can ask for the larger passport book with extra pages. The State Department's online renewal is open to US citizens aged 25 or over who are located in a US state or territory when they apply, whose passport expires within a year or expired less than five years ago, who aren't changing their name or other personal details, and who aren't travelling for at least six weeks. Guam counts as a territory, so residents who meet the other conditions can renew without leaving home.
Online applicants pay by card and receive the new passport by mail. Everyone else applies on paper. The Guam Passport Office, run through the Department of Revenue and Taxation, takes applications on weekdays during morning and early-afternoon hours, and asks for certified proof of citizenship plus single-sided black-and-white photocopies of each document and ID, completed in black ink. Check its current fee chart before you go, as it sets out how each part is paid. A paper application is also the route if your passport is damaged, lost, or needs a name change after marriage.
The State Department currently quotes four to six weeks for routine processing and two to three weeks for expedited service, not counting the time it takes applications and passports to travel by mail, which can add up to two weeks in each direction. From an island in the western Pacific, assume the longer end. For travel within 14 days, an appointment at a passport agency is the remaining option, and the nearest is in Honolulu.
Children's Passports
Passports for children under 16 are valid for five years, compared with ten for adults, and both parents generally need to authorise the application. That makes children's passports the ones most likely to need attention before a family trip. Once you're travelling, a child flying to Dubai with just one parent should carry the other parent's signed consent in English, accompanied by a photocopy of the other parent's ID, since UAE immigration can request it.
Westbound Through Asia
Guam sits closer to Asia than to the US mainland, and most travellers to Dubai head west. United flies from Guam to Manila, Tokyo, Osaka, Nagoya and Taipei, Korean carriers link the island with Seoul, and Philippine Airlines serves Manila. Emirates flies to Dubai from Manila, Tokyo, Osaka, Seoul, Taipei and Hong Kong, so a single connection is usually enough.
US passport holders can visit Japan, the Philippines and Taiwan without a visa for short stays, which helps if a connection involves an overnight stop. South Korea operates its own online travel authorisation, so check whether it applies to you before routing through Seoul with a layover outside the airport. Putting all the flights on one reservation, with luggage tagged through to Dubai, makes any connection simpler. During the typhoon season, which peaks in the second half of the year, storms can close the airport at short notice, so leave a spare day between your flight off the island and a long-haul departure.
Starting From Saipan or the Northern Marianas
Residents of the Northern Mariana Islands are also US citizens and follow exactly the same rules. Most connect through Guam, which has frequent flights to Saipan, before heading west. Allow for that extra leg when you choose a connection time.
Time works in your favour heading west. Dubai is six hours behind Guam all year, as neither observes daylight saving, so the clock gives back hours on the outbound journey, and depending on the connection you may land on the same calendar day you left.
Or East Through Honolulu
Flights east run through Honolulu to the US mainland, where Emirates serves several cities, including Los Angeles, San Francisco and Seattle. It's a much longer journey, but useful if you're combining Dubai with a visit to family in Hawaii or the mainland. You'll clear US immigration only when arriving back from abroad, since Guam is part of the United States.
A Dubai Break en Route to Europe or Africa
Military families moving between postings, and travellers heading to Europe or Africa, sometimes connect in Dubai. If you remain in the transit area, there's no immigration check at all. Head into the city overnight, or for a couple of nights, and you'll receive the six-month permit, with those days counting toward your 90.
Household Members With Other Passports
Guam is home to a large Filipino community, along with Micronesian, Palauan, Marshallese, Korean, Japanese and Chinese residents. Dubai assesses each traveller on the passport they carry, and several groups on Guam are affected by a recent change:
| Passport and status | Entering Dubai |
|---|---|
| US citizen | Half-year permit, 90 days in total |
| Filipino or Vietnamese with a US green card | Arrival visa for 14 or 60 days |
| Indian with a US green card | Arrival visa under India's special route |
| FSM, Palauan, Marshallese | Visa needed in advance |
| Korean, Japanese, Chinese | Half-year permit, 90 days in total |
Since a recent UAE decision, green-card holders from six countries, the Philippines and Vietnam among them, can be issued a visa on landing, and a card held by a Guam resident counts. Relatives on temporary US work visas should check with their airline, because the rule is framed around residence rather than temporary visas. Indian nationals with a green card can use their own special route, which our guide to India's residence-permit route explains.
People from the FSM, Palau and the Marshall Islands, many of whom live on Guam under the Compacts of Free Association, aren't on any UAE arrival list and need a visa before flying, whatever their US residence. The same applies to Filipino relatives without a green card.
Arranging a Visa for a Relative
Most relatives coming for a family holiday take the 30-day single entry visa. Anyone staying longer is better served by the 60-day single entry visa. Quoted prices already contain the government fee, and several relatives can go on one application. If anyone's passport is close to expiry, renew it first, since the visa is issued against the passport they'll actually carry. When the flights are set, submit your relative's application, attaching a readable copy of their passport's main page, a fresh photo and their Dubai address; our visa status checker then shows how it's moving, and the visa itself arrives by email. Visas expire unused after a set date, so applying roughly four weeks before departure works well.
Relatives Already Living in Dubai
Dubai has a large Filipino community, and many Guam families have relatives working there. On a US passport you need no invitation or sponsor to visit them; carry their address and phone number for the immigration officer. If a relative who lives in Dubai wants to host a family member who needs a visa, they may be able to sponsor a visit visa through their own residence, subject to the UAE's conditions, or the visitor can simply apply with us.
Service Members and Military Families
Guam hosts a large US military community, centred on Andersen Air Force Base and Naval Base Guam. For leave travel, service members and their families use their regular tourist passports, as no-fee official passports are meant for official travel. Command requirements for foreign leave travel are separate from UAE entry rules, so complete your unit's approval process before you book, leaving room for it alongside any passport renewal.
Family members who hold another nationality, such as a Filipino or Korean spouse, follow the rules for their own passport, as shown in the passport table, regardless of military sponsorship. Spouses and children need their own tourist passports for leave travel, even if they also hold no-fee passports issued for official moves.
Counting Your 90 Days
Your half-year permit begins when you first land; every day inside the UAE draws on the 90, while days away don't. A two-week holiday in December and a month-long stay in March use 44 days, leaving plenty for a third trip. Once all 90 are spent, a return inside the same half-year requires a visit visa granted in advance, which US citizens are eligible to request. Overstaying brings fines when you leave.
The permit is for leisure, family time, meetings and events; a job requires your employer to secure work and residency approval first. For investors and founders, long-term routes exist, the Dubai Golden Visa among them.
Picking Your Season
Guam's warmth barely changes through the year, but Dubai's seasons are sharp. From November to March, days are warm and evenings mild, the most comfortable time for beaches and desert trips. From June to September, daytime temperatures regularly pass 40°C, so summer visitors plan outdoor activities for early morning or after sunset and stay indoors at midday. Christmas and the school holidays are popular with Guam families, so reserve seats well ahead for those periods.
Money, Health and Help Abroad
Budgeting is easy: dirham prices translate into dollars at a fixed rate, since the currency is pegged, and US cards work almost everywhere in Dubai. Medical care for visitors is billed privately, and Medicare generally doesn't cover treatment abroad, so a travel policy including medical evacuation makes sense. Keep prescription drugs in their labelled pharmacy containers with your prescription; certain narcotic and psychotropic products require clearance from the UAE's health ministry before arrival.
Coming home, remember that Guam runs its own customs and quarantine checks, separate from the US mainland, so complete the island's declaration for anything you're bringing back from Dubai, including food and gifts.
Before leaving, enrol your trip in the State Department's Smart Traveler Enrollment Program to receive alerts. American citizens in the UAE are served by the US Consulate General in Dubai and by the embassy in the capital. A missing passport should go on record with Dubai Police first; the consulate can then issue an emergency passport based on that police report.
Most trips from Guam need only three things in order: a passport book with half a year to spare, a connection that suits your plans, and a look through every family member's passport. If someone needs a visa, our visa team can help once your dates are set.
