Latvians Travelling to Dubai: Passports, Days and Visas
Latvian citizens can holiday in Dubai without a visa. Latvia is an EU member state, and its citizens are admitted on their passport for up to 90 days within any 180-day period, with no application or fee before travel. The passport should still have six months of validity when you land. The picture is different for holders of the Latvian non-citizen passport, for anyone who wants to stay longer than 90 days, and for relatives on passports that are not exempt; in those cases a 60-day visa for one entry or a shorter option is arranged online before departure.
This page sets out the Dubai visa for Latvian citizens in practical terms: who is exempt, what airlines check in Riga, how the days are counted and when a visa becomes necessary.
Dubai Visa for Latvian Citizens: The Rule in Brief
The European Union and the UAE have a short-stay visa waiver that covers every member state, Latvia included. Under it, a Latvian passport is accepted at check-in without any visa printout and stamped or recorded on arrival at Dubai passport control. The UAE government list of visa exemptions by country shows where Latvia sits alongside the other EU states.
The exemption is for visits: holidays, time with family or friends, conferences and business meetings. Employment, even short-term, is outside it and requires the employer to obtain a work permit.
Latvian Citizens Versus Latvian Non-Citizens: Who Needs a Dubai Visa
Latvia issues two kinds of passport. Citizens hold the burgundy EU passport and benefit from the waiver described above. Latvian non-citizens hold a separate non-citizen passport, the nepilsoņa pase, which does not carry EU citizenship. The waiver agreement is written for EU citizens, so a non-citizen passport should not be assumed to give the same visa-free entry.
If you travel on a non-citizen passport, send us its details and your dates before booking. If a visa turns out to be needed, it can be prepared online in the usual way, without any embassy appointment.
Applying for a Dubai Visit Visa With a Latvian Non-Citizen Passport
- Choose the length of stay; our visitor visa overview explains each option.
- Upload the passport's photo page as a colour image, plus a picture prepared to the Dubai visa photo standards.
- Add your accommodation details and any documents named in the visitor visa document list.
- Pay online, then compare the approved Dubai visit visa with your passport before check-in.
Documents a Latvian Non-Citizen Should Prepare for a Dubai Visa
The non-citizen passport needs six months of validity remaining after the trip ends, and make sure the name on the flight booking matches it exactly, including any Latvian diacritics as printed in the machine-readable lines. Have a confirmed hotel or host address, plus return flight details. If the passport was renewed recently, use the new number throughout, since an application filed on an old passport number cannot be transferred.
Mixed Latvian Families: Planning Dubai Visas Around Different Passports
It is common for a Latvian family to include citizens, non-citizens and relatives with Russian or Ukrainian passports. Plan the trip around the person with the most paperwork: confirm whether that traveller needs a visa, apply first, and book flights for everyone only once their approval is in hand. Citizens on Latvian passports do not need to be included in a visa application at all, so the file stays small and is processed faster.
Dubai Visa Requirements for Latvians at Riga Airport and on Arrival
For a Latvian citizen, the checks are short:
- A Latvian passport whose expiry date falls at least six months after landing.
- A return or onward booking out of the UAE.
- A hotel reservation, or the address of the person you are staying with.
- Travel medical insurance, because the European health insurance card has no effect in the UAE.
The Latvian identity card, the eID karte, is a valid travel document only within Europe. It cannot replace the passport on a Dubai flight, and airline staff at Riga will turn away a traveller who presents only the card.
Calculating 90 Days in 180: A Latvian Dubai Visa-Free Planner
The allowance rolls forward rather than resetting each January. On every arrival date, count the days you spent in the UAE during the 180 days immediately before it, and subtract them from 90.
| Earlier time in the UAE | When you return | Days available on return |
|---|---|---|
| 12 days | Four months later | 78 |
| 60 days | Six weeks later | 30 |
| 60 days | Seven months later | 90 |
| 90 days | Two months later | None without a visa |
Two long winter trips in close succession are the usual way Latvians run short of days, so check the count before booking a second one.
Arrival Checks on a Latvian Dubai Visa-Free Entry
At Dubai passport control, the officer scans the Latvian passport, may ask about the length and purpose of the stay, and records the entry. That date opens your count. If you leave the UAE for a few days, for example on a side trip, and come back, the days already spent still count toward the 90 and the new entry simply continues the tally. Keep boarding passes or an e-ticket record of each trip, which makes it easy to show your dates if a question ever arises.
Permitted Activities for Latvians Without a Dubai Visa
- Allowed: sightseeing, beach holidays, shopping and events.
- Allowed: staying with relatives or friends who live in Dubai.
- Allowed: meetings, negotiations, trade fairs and conferences.
- Not allowed: working for a Dubai company or being paid locally.
- Not allowed: staying beyond 90 days in 180 without a visa.
Latvian Citizens Staying Over 90 Days: Dubai Visa Choices
Latvian citizens who have used the full 90 days, like other EU nationals, may request a pre-arranged visit visa to stay on. This is the point at which a Dubai visa for Latvians becomes relevant, and the choice depends on time and travel plans:
- One more month in the country: a 30-day single-entry visa.
- One more month with a trip abroad in between: the 30-day visa allowing multiple entries.
- Two more months without leaving: the 60-day single-entry visa.
- Two more months with trips out and back: the multiple-entry visa for 60 days.
Each option's US dollar price and processing time appear on the visa cards below; the 30-day single-entry visa costs USD 120. Those already in Dubai can ask about the inside-country extension for 30 days or the inside-country extension for 60 days before your allowance runs out; whether either applies depends on the entry you hold when you ask.
Remote Work, Study and Long Stays: Dubai Visa Limits for Latvians
The visa-free entry suits holidays and short business trips, not life in Dubai. Latvians who want to work remotely from the city for months should look at the UAE's separate remote-work residence programme, which has its own income and insurance conditions. Students enrolling at a Dubai university need a student residence visa sponsored by the institution, and anyone moving for a job needs an employment visa. None of these can be obtained by repeating visa-free stays.
Russian, Ukrainian and Belarusian Passport Holders in Latvia: Dubai Visa Rules
Many households in Latvia include people with other nationalities, and for them the passport, not the address, decides the rule:
- Russian and Belarusian passport holders are on the UAE's 90-day visa-on-arrival list.
- Ukrainian passport holders receive 30 days on arrival.
- Indian, Indonesian, Kenyan, Filipino, South African, Thai and Vietnamese nationals with a Latvian residence permit may use the special on-arrival route, as Latvia is an EU member state: a 14-day visa costing AED 100 that may be extended once, or a non-extendable 60-day visa at AED 250, subject to validity conditions.
- Other nationalities need a Dubai tourist visa approved before travel.
Latvians in Ireland, the UK and Germany: The Dubai Visa Exemption Still Applies
Large Latvian communities live in Ireland, Britain and Germany, and smaller ones in the United States. Living abroad does not affect the Dubai rule: a Latvian citizen flying from Dublin, London or Frankfurt is admitted visa-free on the Latvian passport, just as from Riga. Irish, British, German and US passports are also on the UAE's visa-on-arrival lists, so dual citizens can use either document, provided the same one is used for check-in, arrival and departure.
Latvians who renewed their passport at an embassy abroad should confirm the new document has arrived and is signed before booking, because an expired or unsigned passport cannot be used at check-in.
Dubai Residents Hosting Latvian Relatives: What the Dubai Visa Rules Mean
Latvians who live and work in Dubai often invite parents, siblings or friends. Relatives with Latvian citizenship simply book flights and come. Relatives holding a non-citizen passport or another non-exempt passport need a visa first. Residents of Dubai are sometimes able to act as personal sponsors for family visits, depending on their salary and residence category, though that involves their own paperwork. Applying through our service removes the need for the host to sponsor anyone; all we ask from them is the address where the guests will stay.
Latvian Business Travellers and the Dubai Visa-Free Entry
Latvian exporters, logistics firms and IT companies can send staff to Dubai for meetings, exhibitions and client visits on the visa-free entry. Hands-on paid work for a Dubai client, or a job with a local company, needs separate authorisation. Delegations heading to industry exhibitions at the Dubai World Trade Centre can travel visa-free as long as each member holds a Latvian or other exempt passport and the visit stays within the 90 days. Colleagues whose passports are not exempt should apply for the 14-day Dubai business visa in good time, with the inviting company's details ready.
Riga to Dubai: Arrival and Transit Without a Dubai Visa for Latvians
airBaltic has operated nonstop flights between Riga and Dubai, mainly in the winter season, and connections via Istanbul, Warsaw or Helsinki run all year; check the current timetable when you book. The clock difference is two hours during Latvian winter time and one hour after the clocks change in spring. On arrival, the immigration officer checks the passport and records the entry, which starts your day count.
Latvians connecting through Dubai to Asia or Australia need no transit visa. Fellow travellers on non-exempt passports who want to leave the airport during a layover can use the 48-hour Dubai transit permit or the 96-hour Dubai transit permit.
Travelling With Kids on Latvian Passports: Dubai Visa-Free Rules
Every child flies on a separate Latvian passport with six months' validity. A child travelling with one parent should carry the other parent's signed consent in English, with a copy of that parent's passport, and a birth certificate where the child's surname differs from the parent's.
Five Errors That Trip Up Latvians Under the Dubai Visa Rules
- Arriving at Riga with only the eID karte.
- Assuming a non-citizen passport works like a citizen's EU passport.
- Treating the 90 days as a calendar-year allowance.
- Paying an unofficial website for a visa a Latvian citizen does not need.
- Booking a whole family's flights before a non-exempt relative's visa is approved.
Overstay and Dubai Visa Penalties for Latvian Visitors
Staying beyond 90 days without a visa leads to a fine of AED 50 per extra day, which must be cleared before leaving the country; grace days are not something to plan around. If a flight cancellation or illness makes an overstay likely, contact us before the deadline so a visa or extension can be considered in time.
