Russia–UAE Visa Rule for 2026
The UAE and the Russian Federation have a mutual visa-waiver agreement that has been in force since 17 February 2019. Dubai, Abu Dhabi or Sharjah: The Same UAE Entry Permission
You do not need a separate Dubai visa simply because you land in another emirate. The bilateral exemption applies to entry into the UAE, so an eligible Russian traveller can arrive through Dubai, Abu Dhabi, Sharjah or another official international entry point and then travel between the emirates during the permitted stay.
This is useful when comparing flights. A lower fare into Abu Dhabi or Sharjah does not change the 90-day rule, and travelling onward to Dubai does not create a second immigration stay. How the 90 Days in 180 Days Rule Works
The 90-day allowance is the part that needs the most attention if you visit the UAE more than once. It is not a fresh 90 days every time you land in Dubai. Your total authorised stay must remain within the 90-days-in-180 limit.

What You Need Before Flying to Dubai
For the bilateral visa exemption, the most important document is the passport you will use for international travel. The UAE Embassy in Moscow states that the passport must have at least six months of validity remaining.
Before departure, keep your travel information organised:
- Your valid Russian passport.
- Your confirmed flight details.
- Your Dubai accommodation or host information.
- Your recent UAE entry and exit dates if you have travelled there before.
- Any documents requested by your airline for your specific journey.
Airlines carry out their own boarding checks, so they may ask to see documents connected with your trip. These checks do not change the nationality-based visa exemption itself.
Travelling to Dubai from Outside Russia
A Russian passport holder does not lose the bilateral exemption simply because the flight starts in another country. If you are flying from Istanbul, Tbilisi, Almaty, Berlin or another city, the UAE entry rule is still based on the passport and your eligibility under the agreement.
What can change is the airline check at departure. A carrier may ask for proof that you meet UAE entry conditions or that your travel documents are valid. Keep your passport and itinerary ready, and check the airline's current requirements before leaving for the airport.
Is There a Dubai Visa Fee for Russian Citizens?
For an eligible Russian traveller using the bilateral short-stay exemption, there is no advance tourist-visa application to purchase. That makes the normal 30-day or 60-day paid tourist-visa route unnecessary for most short visits.
A different immigration route may be required if your purpose is employment, study, residence or another activity that falls outside the visa waiver. In that situation, the requirements and fees depend on the permit you actually need rather than your nationality page alone.

If everyone in the family is travelling on qualifying Russian passports for a short visit, the normal visa-waiver rule applies. If a spouse or child holds a different nationality, check that person's UAE entry requirement separately rather than assuming the Russian rule covers the whole booking.
Work, Study and Residence Need a Different Status
The UAE Embassy in Moscow makes an important distinction: the 90-day visa exemption applies to travellers who do not intend to work, study or reside in the UAE. A holiday entry should not be used as a substitute for the correct long-term immigration process.
