Passing Through Dubai on the Way Somewhere Else
A connection in Dubai does not automatically mean you need a transit visa. If you remain in the international transit area and do not pass UAE immigration, the airline's transit conditions usually matter more than a tourist entry route. If you plan to leave the airport, collect checked baggage that requires immigration, change airports, or spend time in the city, you are entering the UAE and the Japanese passport waiver becomes relevant.
For a long connection, check whether your bags are tagged through to the final destination and whether your itinerary requires you to clear immigration between flights. The UAE expanded a separate conditional entry route on 25 June 2026. Nationals of India, Indonesia, Vietnam, Thailand, the Philippines, Kenya and South Africa may qualify for a 14-day or 60-day entry visa when they also hold a valid residence permit from an approved country, and Japan is one of the approved countries of residence.
This route is separate from the 90-day Japanese passport waiver. A Filipino citizen living in Japan, for example, does not become eligible for the Japanese-citizen rule; instead, the traveller may qualify under the conditional route if the current ICP requirements are met.
