In the UAE foreign ministry's nationality table of visa exemptions, Burundi sits among the countries that must obtain a UAE visa in advance. Any Dubai visa for a Burundi passport must therefore be an e-visa issued before travel, because Burundians are also outside the arrival visa that six other nationalities receive on the strength of residence in Europe or North America. Since June, the UAE has applied precautionary entry measures to people arriving from DR Congo and South Sudan because of Ebola, and those measures were still active when Uganda's were lifted in late September. Anyone who has spent the previous 21 days outside the affected countries is exempt. Burundians who cross to Uvira or Bukavu to trade or see relatives should therefore count three full weeks from their last day in Congo to the landing date in Dubai, and give an honest travel history when asked. Ethiopian Airlines runs the most departures from Bujumbura and connects in Addis Ababa, while Kenya Airways uses Nairobi, Uganda Airlines Entebbe and RwandAir Kigali, each with onward services to Dubai. Book the whole route on one ticket so a late first flight does not cost you the connection; remaining airside during the connection avoids needing a visa for the hub country. Living in Belgium or Kenya does not alter the Dubai visa for Burundians: apply online in advance and give Belgium or Kenya as residence. Burundi is represented in Dubai by a Consulate-General, the office to call if a passport goes missing or something goes wrong during your stay. Burundians resident in the Emirates can bring relatives over on visit visas, filing one application per guest, and the host's Emirates ID with a tenancy contract is usually accepted as accommodation evidence.
