Dubai Visa for Iranians: Current Entry Rules and Options
An Iranian passport has always required a UAE visa approved ahead of the trip, and in normal times the application is made online with the e-visa sent by email. The position for Iranian nationals has been far from normal, however. During the recent regional conflict, UAE airlines told passengers that most Iranian passport holders could neither enter nor transit the UAE, and new visa issuance for Iranians was reported as suspended. Before paying for anything, check the latest position in our summary of current UAE entry restrictions and confirm it with our team.
Current UAE Entry Position for Iranian Passport Holders
On the visa exemption table published by the UAE foreign ministry, Iran is listed as visa-required, so there has never been a visa on arrival for Iranians. On top of that baseline, the airline notices issued during the conflict stopped most Iranian nationals from boarding flights to Dubai or Abu Dhabi, including for transit. Some flights between Tehran and Dubai have reportedly restarted, but a flight operating does not by itself mean visit visas are being granted to Iranian passports.
Rules of this kind can be eased or tightened at short notice and are not always announced in one place. Treat any date or rumour you see online with caution, and get a current answer for your own passport before booking non-refundable tickets.
Booking Flights to Dubai While Rules for Iranians Are Uncertain
Airlines check entry eligibility at the departure gate, so an Iranian passenger refused boarding in Tehran or Frankfurt can lose the fare as well as the trip. Until the position is confirmed, choose flexible or refundable tickets, keep hotel reservations cancellable and avoid paying for a visa you may not be able to use. Check the airline's own travel advisory a few days before departure as well, since notices can change after you book.
Iranians Who Were Listed as Exceptions
The airline notices named limited exceptions. They included holders of a UAE Golden Visa, spouses of UAE citizens, children of Emirati mothers and certain senior professionals. If you think you fall into one of these groups, carry documents proving it, and confirm with your airline as well as with us before travelling. Our guide to the UAE Golden Visa explains who holds that status.
Questions an Iranian Traveller Should Settle First
- Are UAE visit visas being issued to Iranian nationals at the moment? Ask before applying.
- Is your passport an ordinary Iranian one that stays in date for six months or longer after you land?
- How will you pay, given that Iranian bank cards do not work for international online payments?
- Is a direct flight operating on your dates, or will you route via another country?
- Which visa length matches the trip, and does it need more than one entry?
Only once the first answer is a clear yes does it make sense to move on to choosing and paying for a visa.
Choosing a UAE Visa When Iranian Applications Are Accepted
When applications for Iranian passports are open, the usual options apply. A shopping or family trip of up to a month suits the single-entry UAE visa for 30 days; frequent visitors who cross back and forth may need the multiple-entry option lasting 30 days; and longer family stays fit the 60-day tourist visa. Traders attending exhibitions can look at the 14-day UAE business visa. Each card shows its current US-dollar price.
Paying for a UAE Visa Without an Iranian Bank Card
Because of international sanctions, cards issued by Iranian banks cannot be used for online payments outside Iran. Iranians applying for a UAE visa therefore need a card issued abroad. If that is difficult, ask our team about payment before you start the application, so nothing is left half finished.
Why Iranian Visa Applications Can Take Longer
Even before the conflict, applications from Iranian nationals often went through additional immigration checks, so decisions could take longer than the standard estimate shown on each product. The express visa service speeds up our own handling, but it cannot shorten checks carried out by the immigration authority. Apply well ahead of your planned dates and follow the file on the UAE visa status tracker using the reference emailed after payment. Submitting a complete, clearly scanned file is the most reliable way to avoid extra questions that add further days.
Documents an Iranian Applicant Prepares
- The passport's personal-details page, scanned in colour.
- A recent passport-style photograph.
- Your return or onward flight booking.
- Medical cover valid across the UAE; checkout may already include it.
Further paperwork, for example a bank statement or an employment letter, comes up only in individual cases. Keep scans of your national ID card and birth certificate (shenasnameh) to hand in case a detail needs checking.
Names, Photos and Dates on an Iranian Application
Persian names can be spelled several ways in English, such as Mohammad or Mohammed, so copy the Latin spelling printed on the passport's data page, letter for letter, and repeat it on your flight booking. Enter dates from the Gregorian calendar shown in the passport, not Solar Hijri dates from other documents.
The photo should follow the UAE visa photo specifications. A headscarf worn for religious reasons is normally acceptable as long as the whole face, from chin to forehead, is clearly visible.
Leaving Iran: Exit Rules That Affect a Dubai Trip
Iran applies its own departure requirements. Men of military-service age generally need proof of completed service or an exit permit before they can leave the country, and departing Iranian citizens pay an exit charge. Sort these out early, because a UAE visa does not help if you cannot clear passport control at Imam Khomeini Airport.
Flights Between Iran and the UAE
In normal conditions, flights from Tehran, Shiraz, Mashhad, Isfahan and Bandar Abbas reach Dubai in roughly two hours or less. Services were suspended during the conflict and some travellers were routed via Muscat or Istanbul, so check what is actually operating on your dates. Book through the airline directly where possible. Dubai is 30 minutes ahead of Iran all year, as Iran no longer changes its clocks.
Iranians Living in Germany or the United States
Large Iranian communities live in Germany and in the United States, particularly around Los Angeles. Residence in either country does not change how the UAE treats an Iranian passport, and neither country is part of an arrival route for Iranian nationals. Anyone who also holds German or American citizenship should ask before booking how the current rules apply to dual nationals, rather than assuming the second passport settles the matter. Emirates serves several German airports, including Frankfurt, Munich, Düsseldorf and Hamburg, but the visa question has to be settled first. General rules for German passports are in our Dubai guide for German citizens.
Iranian Families and Relatives Living in Dubai
Dubai has one of the largest Iranian communities outside Iran, and family visits make up much of the travel between the two. Every visitor needs a visa in their own name; a relative's residence permit in the UAE cannot be stretched to cover guests. If your host is an Iranian resident of the UAE, their own status may also have been affected during the conflict, so confirm it before planning a visit around them.
Children need their own passports, and Iranian rules require parental permission, normally from the father, for a child's passport and travel. Married women's passports are also issued under Iranian permission rules, so check that every family member's documents are in order before booking.
Work, Residence and Business Plans for Iranian Nationals
A visit visa never allows paid work. Iranian professionals offered UAE jobs need a UAE employer to sponsor their work permit, and new residence and company-formation routes for Iranian nationals were also reported as affected during the conflict, so employers should confirm the current position first. Our explainer on how UAE work permits are issued covers the general process.
Transit Through Dubai on an Iranian Passport
Transit through UAE airports was included in the airline restrictions, so do not plan a connection in Dubai or Abu Dhabi without confirming that Iranian passport holders are being accepted. Where transit is permitted and you wish to go landside, the 96-hour transit visa is the relevant product.
Overstay Rules for Iranian Visitors in the UAE
Staying beyond a visit visa's permitted days is fined at AED 50 for every additional day from the very start, with no grace days allowed, and payment is due before departure. Our note on checking a UAE overstay balance sets out the steps.
Refusals, Refunds and Help for Iranian Applicants
Under our refund policy, fees for refused applications are not returned, which is the main reason to confirm current eligibility before paying. Avoidable causes of refusal are set out in typical reasons UAE visas are declined.
